Our member organisation from Germany – Arbeitskreis Ostviertel e.V. is successfully running an European project DIGCIT Strategic Partnership to Develop Open Educational Resources For Teaching Digital Citizenship

Here are some detailed information about the context and planned actions

CONTEXT

Digital citizenship represents a new dimension of citizenship education that focuses on supporting young people to work, live and share in digital environments in a positive way. Teaching and learning opportunities for digital citizenship can occur in formal, informal and non-formal contexts. The Council of Europe (2016) has set out a conceptual model including 10 domains representing today’s digital world.

NEEDS

The youth organisations need to harness the potential that digitalization represents for the active participation of the young people in the society. The partners couldn’t locate youth work resources to promote digital citizenship. The existing resources on digital citizenship are mainly in English, rarely accompanied by lesson/ session plans and practical instructions to support their implementation, and they are targeting young people in formal education. Among the notable trends in teaching practices related to digital citizenship education are the MOOCs; there are no MOOC on digital citizenship yet.

AIM

Digital citizenship aims to provide the individual with the values, attitudes, skills and knowledge to use the digital tools of today and tomorrow to participate in shaping and creating the future.

OBJECTIVES

  1. to develop innovative methodologies for youth workers who wish to harness the potential that digitalization represents for active citizenship of their target groups
  2. to support young people, especially those with fewer opportunities to develop their civic competences while protecting their online safety
  3. to promote quality developments in youth work in Europe

TARGET GROUPS

  1. youth workers
  2. young people with a focus on those with fewer opportunities
  3. youth leaders and youth organisations

CONSORTIUM

The project will be carried out by a multi-disciplinary, complementary partnership consisting of 5 NGOs from 4 EU countries: Romania, Greece, Cyprus and Germany. 25 associated partners will contribute to reaching the target groups, implementing project tasks/activities and supporting the dissemination and sustainability of the projects.

METHODOLOGY & ACTIVITIES

We are using the EC OpenPM methodology and PMI PMBOK for managing the project. The project objectives will be achieved by completing 3 intellectual outputs:

  1. IO1 – Digital Citizenship MOOC Canvas and Instructional Design Manual: Secondary (desk) and primary (questionnaire and interview) involving youth, a youth advisory board and youth workers. Using:

ASSURE model – Analyse TG needs, State Objective of IO, Select methods, Utilize media and materials, Require TG’s participation, Evaluate the final version before transferring to TGs.

ADDIE Model and Bloom taxonomy

  • IO2 – Educational Materials for digital citizenship skills based on the Merrill’s (2002) 5 principles of education. Based on IO1, we will design the Model Course and educational materials for the 10 digital citizenship domains on 3 strands (Council of Europe 2016): BEING ONLINE (Access and Inclusion, Learning and Creativity, Media and Information Literacy), WELLBEING ONLINE (Ethics and Empathy, Health and Wellbeing, e-Presence and Communications) and RIGHTS ONLINE (Active Participation, Rights and Responsibilities, Privacy and Security, Consumer Awareness).

We will develop a quiz package to assess learning styles (Honey and Mumford 1986).Then, we will develop the digital course materials in EN, DE, RO, GR in pdf, ppt, video, audio lectures under Creative Commons license.

  • IO3 – Multilingual MOOC for youth personal development in the field of digital citizenship education. We will use Moodle platform to host MOOC; will design recognition badges (Wuster and Ebner 2016) and an evaluation and recognition system.

In support of the main activities, we will carry out 5 TPM, 5 ME, 1 short term joint staff training session, 9 dissemination and exploitation and 4 project implementation support activities.

PROJECT RESULTS AND OUTCOMES

  • 10 youth from the Youth Advisory Board with developed management and analytical skills
  • 100 youth workers and youth leaders with improved teaching skills for non-formal digital citizenship courses
  • 50 youth workers with increased capabilities of for using MOOC
  • Strengthened relationships between youth workers, policy makers, partners and associated partners
  • Digital citizenship promoted to target groups
  • Improved capabilities of partners

IMPACT

The MOOC developed will reach out to youth workers at the local, regional, national level and will equip them with the competences for implementing and assessing digital citizenship education. Also, the project will improve the recognition and will support the validation of competences acquired through non-formal learning.
